On February 6, 2023, Ministry of Industry and Information Technology (MIIT) issued the Notice on Several Reforming Measures for the Network Access License System of the Telecommunication Equipment (hereinafter referred to as “the Notice”). The measures stated in the document will come into force on March 1, 2023.

The key contents of the Notice regarding the measure details are summarized as follows:

·   Adjust the regulatory methods of some telecommunication equipment according to the Opinions on Deepening the Reform of the Management System of the Electronics and Electrical Products Industry issued by the State Council (included in previous Newsletter 202210-1 and 202211-1).

·   Simplify and optimize the testing items for network access license, timely update the telecommunication standards on which the network access testing is based, and dynamically adjust the network access testing technical specifications.

·   The guaranteed approval time for network access application submitted by enterprises is 15 working days. The validity period after the approval of network access trial is extended to 2 years.

·   For the telecommunication equipment that has already obtained the network access license, if the changes on its main functions, core components and other major aspects are not made, the licensee only needs to fill in the relevant information rather than re-testing the network access or apply for new license. If the content of the network access license changes, the license information change procedures shall be followed according to the regulations.
