On December 2, 2022, the Certification and Accreditation Administration of China (CNCA) issued Notice on Optimizing China Compulsory Certification Implementation Procedures for Electronic Appliances (hereinafter referred to as “the Notice”). It is drafted in accordance with the Opinions on deepening reform of management system of the electronics industry (issued by the State Council on September 23, 2022).

The main contents of the Notice are summarized as follows:

·         Improve classified management of manufacturing enterprises: certification bodies strengthening collection and assessment of information on quality of certified products; developing differentiated certification implementation plans based on assessment results.

·         Improve pre-certification factory inspections: improving random inspection mechanisms; developing rosters of inspectors by region.

·         Optimize post-certification supervision and inspection: reasonably determining inspection frequency; strengthening inspection of product compliance; simplifying factory quality assurance capability inspections.

·         Ensure enterprises' rights to choose testing laboratories.

·         Other requirements: designated certification bodies revising certification implementation rules; reporting work progress and goals for the future by 30 Dec 2022.
