On January 10, 2023, the Certification and Accreditation Administration (CNCA) of China issued a notice to specify the requirements for the China Compulsory Certification (CCC) to accept the evaluation results of IEC Conformity Assessment (CA) Systems.
The key contents of the notice is summarized as follows:
· The implementing agencies should stick to the principle of “acceptance whenever applicable” to avoid evaluation duplication. The mutual recognition scope of the IEC-related CA systems that China joined includes energy efficiency (E3), electromagnetic compatibility (EMC), household and similar equipment (HOUS), Information Technology audio and video equipment (ITAV), low-voltage electrical equipment (POW), safety transformer and similar equipment (SAFE), and explosion-proof electrical equipment etc. (up to December 31 of 2022, and full list is provided by CNCA in the original notice link). In this scope, for the testing and inspection results compliance with related requirements, the implementing agencies shall actively accept the evaluation results or conduct supplementary testing and inspection, when necessary.
· For those IEC evaluation results that are not compliant with CCC rules, the implementing agencies should take the non-acceptance decision.
· Based on multilateral mutual recognition mechanism of IEC CA systems, the implementing agencies shall cooperate in equality and actively prompt the other bodies to recognize and accept CCC results and IEC CA results done by China’s technical bodies.
