On September 23, 2022, the State Council issued Opinions on Deepening Reforms of Electrical and Electronic Industrial Management System (hereinafter referred to as “the Opinions”). Its purpose is to further optimize the existing management systems for electrical and electronic products, as well as to encourage higher-quality development within this sector.

Guidance is provided in the Opinions on how to facilitate administrative measures for general and commonly used electrical and electronic products (EEP). The Opinions also provides updates on present day technological developments. The main contents of the Opinions include:

·   Improve the mandatory certification system for EEPs: actively update/adjust the mandatory certification catalogue, and remove 9 types of product from the catalogue due to their years of stability and low safety risk.

·   Optimize the network access licensing system for telecommunication equipment: actively adjust the network access licensing catalogue and remove 11 types of telecommunication equipment from the network access licensing system; reduce testing expenses and simplify testing items; shorten the approval working period while extending the licensing validation period; extend licensing coverage to a more flexible scope (such as no repeat licensing required for a manufacturing factory change with a product that’s already licensed).   

·   Optimize the type approval system for radio transmitting equipment: shorten the approval time to 15 days after application submission, with the validation of the approval to be extended to a minimum of two years.

·   Prepare to implement self-testing and self-certification for EEPs: the Ministry of Industry and Information Technologies (MIIT) and the State Administration for Market Regulation (SAMR) would take action within their jurisdiction to set up the necessary qualifications to select the first batch of qualified manufacturers for self-testing and self-certification before the end of 2022.
