On August 30, 2022, Ministry of Natural Resources (MNR) issued Notice on promoting the development of intelligent connected vehicles to maintain mapping and geographic information security, specifying

·   the following activities are classified as surveying and mapping activities and should be regulated as such: 

  - collecting

  - storing

  - transmitting

  - processing surveying and mapping geographic information data such as: spatial coordinates, images, point clouds, attribute information of vehicles and surrounding road facilities

·   car firms, service providers and software providers involved in following should obtain surveying and mapping qualifications

  - collecting

  - storing

  - transmitting

  - processing surveying and mapping geographic information data

·   ground mobile surveying and electronic map preparation for navigation are prohibited areas for foreign investment per: Special management measures for 2021 foreign investment market access (negative list)

·   some firms have been transmitting data abroad: this should cease and firms should strictly observe laws and regulations

authorities should facilitate firms to apply for surveying and mapping qualifications and use basic surveying and mapping results
