



On 13 July, the Ministry of Housing and Urban-Rural Development (MOHURD) and National Development and Reform Commission (NDRC) jointly issued Implementation Plan to Reach Carbon Peak by 2030 for Urban and Rural Construction Sectors. (hereinafter referred to as the “Plan”).
Excessive energy consumption has been considered the main contributor to emissions of greenhouse gases (GHG). Accordingly, limiting consumption has become central to all previous sectoral decarbonization plans. So, the latest Plan also focuses strongly on energy-saving and the use of green energy in buildings.
By 2030, a series of electrification projects are to be completed to replace consumption of coal and natural gas for heating, hot water, and cooking. Notably, use of rooftop solar PV is encouraged, striving for a 50% installation rate in new public facility buildings and factories by 2025.
