In July of 2022, manufacturers in Shanghai have consecutively received notice from Shanghai Municipal Bureau of Ecology and Environment, stating that the original plan to implement non-road emission standard phase IV (hereinafter referred to as the “NR IV”) since May would be postponed to December 1, 2022. It means Shanghai would implement the NR IV the same date as the most regions of the country. 

The original plan to implement the NR IV in Shanghai earlier than the national date was issued on January 7 of 2022 in a draft document called Notice of Shanghai Municipality on Implementing China IV Emission Standards for Non-Road Mobile Machinery in Advance (Draft for Comments, hereinafter referred to as “the Document”).
