On June 24, 2022, the National Medical Products Administration (NMPA) issued their draft of the Administrative Measures for Sampling Inspection of Cosmetics (hereinafter referred to as “the Administrative Measures”) to call for public comments. The call for comment period will last from June 24 to July 14 2022. 

The legal basis of the Administrative Measures is the Cosmetics Supervision and Administration Regulations (CSAR) and the Measures for Supervision and Administration of Cosmetic Production and Operation. It contains 8 chapters and 63 articles.

The main contents of the Administrative Measures include:

·   Sampling inspection should be organized and managed by NMPA. Regional and local medical product administrations should organize and implement the sampling inspection within their jurisdiction.

·   Sampling plans should be made on different levels for corresponding jurisdictions. The plans must include: sampling category, location, quantity, time period, inspection method, judgement reference, sampling submission method etc.
