Requirements on Person in Charge for Cosmetics Safety Alleviated in China-APR, 2022

On April 27, 2022, National Medical Products Administrations (NMPA) released a response letter (hereinafter referred to as “the Letter”) for Jilin and Chongqing medical administration to public. Similar to the response letter to Shanghai local medical administration, the letter is subject to an approval to certain medical affairs that submitted by regional administration. But it differs from the letter to Shanghai as the affair it mentioned relates to a more general topic: qualification requirements for the person in charge for cosmetic production safety.

The whole approval is initiated based on the regulation article 32 in Cosmetics Supervision and Administration Regulations (CSAR, come into effect on January 1, 2021), which says “the person in charge of the quality and safety of cosmetics shall have the relevant professional knowledge of the quality and safety of cosmetics, and have more than 5 years of experience in the production or quality and safety management of cosmetics”. Under the fast development in the sector in China, many manufacturers find it difficult to source qualified talent.
