On July 12, 2022, National Development and Reform Commission (NDRC) and Ministry of Transport (MoT) jointly issued National Road Network Plan, in which it specified following key information: 

• main  objectives by 2035

• building a widely covered, efficient, green, smart and safe national road network and achieving a high level of inter-provincial connectedness

• fully connecting prefecture-level  cities and key inland border ports 

• connecting Asian road network and global economic cooperation corridors

• avoiding ecological protection and  environmentally sensitive areas 

• digitising operational management and transport scenarios 

• improving road network's reliability and emergency handling capacity 

• plan  implementation

• near-term construction key tasks 

• achieving full connectivity of main routes of '71118' national highway 

• prioritising the construction of roads connecting to G219 and G331 lines 

• increasing the proportion of roads of second-level and above to 70 percent in the western region

• implementation requirements 

• improving construction and resource utilisation efficiency 

• protecting arable land and permanent farmland 

• reducing energy consumption and carbon emission 

• integrating road construction for  the development of related industries, including

• tourism

• manufacturing

• logistics

• e-commerce 

• tightening risk supervision of local debt conditions 

• environmental impact and solutions 

• guarantee measures
