On April 8, 2022, the Ministry of Industry and Information Technology (MIIT) jointly issued the Guiding Opinions on Strengthening Construction of NEV (New Energy Vehicle) Industry Security Systems (hereinafter referred to as “the Guiding Opinions”) with four other ministries: the Ministry of Transport (MoT), Ministry of Public Security (MPS), State Administration for Market Regulation (SAMR) and the Ministry of Emergency Management (MEM).

The Guiding Opinions is a further implementation on achieving the goals set up in Planning for the Development of the Energy-Saving and New Energy Automobile Industry (2021-2035) (issued on October 20, 2020). It aims at further ensuring the safety responsibilities of NEV manufacturers while guiding then to establish a sound safety system.
