



On January 14, 2022, the China Quality Certification Centre convened a video conference regarding the quality and technology of CCC certifying and testing for explosion-proof electrical products. More than 100 representatives from 11 explosion-proof electrical products testing institutions, including quality directors, technical directors, front-line testing engineers and related personnel of the China Quality Certification Centre, attended the conference.
Major outputs of the conference include:
- In order to approach a unified understanding regarding the series of standards from GB 3836 Explosive atmospheres and its implementation, the conference sorted out and discussed the key technical issues with certifying and testing explosion-proof electrical products, compliance of products and traceability, as well as the management requirements of CCC certification and evaluation compliance. Meanwhile, the quality of the testing report and the quality problems found in the evaluation were noted, examined and summarized.
- The conference reached a consensus on strengthening the compliance management of certification testing, improving the quality of certification and testing work, increasing personnel capacity, ensuring the effectiveness and quality of certification and testing work, and improving the quality of customer service.
As commonly known to the public, China compulsory certification (CCC) is a product conformity assessment system implemented by the Chinese government in accordance with laws and regulations to protect consumers' personal safety and national security, strengthen product quality management. Products included in the CCC catalogue must be certified by the national designated certification agencies, obtain the CCC certificate and attach certification mark, and then can be imported, sold and used in business services.
For MNCs and manufacturers of explosion-proof electrical products, it is worth noting that:
- On July 19, 2019, the State Administration for Market Regulation (SAMR) announced that from October 1, 2019, explosion-proof electrical products will be included in the CCC management system. This means that production of these products will be supervised by authorized certification institutions. Certificate application and acquirement will also follow the CCC’s rules and procedures.
- Among all of the qualified certification bodies, the National Supervision and Inspection Center for Explosion Protection and Safety of Instrumentation (NEPSI) stands out as one of the major certification and inspection institutions for explosion protection under the supervision of CNCA. NEPSI is an international explosion-proof laboratory accredited by the International Electrotechnical Commission (IECEx). It was built in 1979 and officially started operation in 1985. Its major tasks include, but are not limited to, testing and inspecting various types of explosion-proof electrical equipment, issuing explosion-proof certificates, testing IECEx, ATEX, CQM explosion-proof electrical product certification, and evaluating the explosion-proof safety performance of newly installed facilities or in-use equipment.
- The certification requirements and relevant processes for such products might become more thorough and aligned in the Chinese market. Stakeholders, especially from compliance teams, are advised to keep up with the latest policies or information from this field.
