



On January 10, 2022, the National Development and Reform Commission (NDRC) and other nine ministries, including Ministry of Finance (MoF), Ministry of Transport (MoT), National Energy Administration (NEA), Ministry of Industry and Information Technology (MIIT), Ministry of Housing and Urban-Rural Development (MoHURD), Ministry of Natural Resources (MNR), Ministry of Agriculture and Rural Affairs (MARA), State Administration for Market Regulation (SAMR), Ministry of Emergency Management (MEM), jointly issued the Implementation Opinions on Further Improving the Service Guarantee Capacity of Electric Vehicle Charging Infrastructures (hereinafter referred to as “the Implementation Opinions”), effective as of the date of its issuance and will be valid for 5 years.
Key messages of the Implementation Opinions are summarized as follows:
- Implementation opinions from seven aspects: residential community charging facility construction and installation, public charging facility construction and installation, new technology R&D and application, charging facility operation and maintenance network service, supporting power grid construction, quality and safety supervision, and financial and economic support.
- The Guidelines call for encouraging the promotion of intelligent and orderly charging, accelerating the vehicle-to-grid interactive technology innovation, experimental testing and standardization systems construction, actively promoting pilot demonstrations, and encouraging the development of new technologies and models such as high-power charging, wireless charging and automatic and unmanned charging.
