



On December 6, 2021, SAC, together with MIIT, Cyberspace Administration of China (CAC) and the other eight ministries and commissions issued the National Standard System Construction Plan for Promoting High-quality Development during the 14th Five Year Plan (hereinafter referred to as “the Plan”), aiming to carry out the task of "high-quality development" proposed in the 14th Five-Year Plan, guide the development and implementation of national standards and accelerate the construction of a national standard system with high-quality development.
The Plan first proposes the development goals for 2025:
i) universal coverage of the national standard system;
ii) more optimized structure of the national standard system;
iii) significant improvement of the quality level of national standards;
iv) increasing openness of national standards;
v) significantly enhanced construction capacity of the national standard system; and
vi) more efficient implementation and application of national standards.
The Plan proposes to build the national standard system in nine key areas, covering agriculture, food and consumer goods, high-end manufacturing industry, new generation information technology industry and biotechnology, urban construction, service industry, business environment, response to public security emergencies and construction of ecological civilization.
In these nine areas, the standardization work related to digital/ICT includes:
· Standards on the digital transformation of manufacturing industries. To develop standards on intelligent manufacturing equipment, digital workshop, intelligent factory, mass customization, operation and maintenance services and networked collaborative manufacturing, and carry out the construction of intelligent manufacturing standard system in subdivided fields. To improve the management standard system for the integration of informatization and industrialization, as well as promote the construction of the industrial Internet standard system. To carry out the pilot action of additive manufacturing standards, study and develop standards on special materials, processes and equipment and test methods, and regulate and lead the development of the industry.
· Standards on high-end equipment. To improve the ICV standard system, and speed up the research and development of standards on intelligent driving assistance, automated driving, wireless charging for vehicles, automotive operating system, network communication and information security.
· Standards on new information infrastructure. To promote the development of standards on low-power consumption and time-sensitive network and improve the IoT standard system. To promote the research and development of standards on cloud native, edge computing, open source and application support platform, and improve cloud computing standard system. To strengthen the research and development of standards on Internet Protocol Version 6 (IPv6) and accelerate the construction of IPv6 standard system. To promote the research, development and implementation of standards on big data governance, data resource planning, data service capability and graph database, and improve big data standard system. To carry out the research and development of standards on machine translation, data annotation, specifications for machine learning system and algorithm interface, and improve AI standard system. To establish and improve the standard system of urban information model platform, and promote the integration of urban planning and construction management information resources. To promote the research and development of standards on basic blockchain technology, system interconnection and industrial application, and build blockchain standard system.
· Cybersecurity standards. To promote the research and development of national standards in key areas, such as critical information infrastructure security protection, data security, personal information protection, security management of cross-border transfer of data, cybersecurity review, trusted identity in cyberspace, network products and services, supply chain security, 5G security, smart city security, IoT security, industrial Internet security, IoV security and AI security, improve cybersecurity standard system and support the construction of a cyber power.
· Standards on smart city. To improve the construction of the standard system with the focus on the hierarchical and classified construction of smart city, intelligent transformation of infrastructure, utilization of urban digital resources, urban data brain, innovative application of AI and urban digital twins, and accelerate the standard research and development in typical fields such as smart emergency response, smart elderly care, smart community and smart business circle. To carry out the experimental verification and application and implementation of standards to lead and support the construction of smart city with standardization.
In addition, the Plan also proposes to optimize the national standard supply system, and highlight specific measures include:
· To establish the demand analysis and identification mechanism for supporting standards of laws and regulations, and strengthen the coordination and matching of mandatory national standards with laws, regulations and policies. To define the fields in which mandatory national standards are to be developed, and promote the transformation from single-product regulation to cross-product, cross-field and cross-industry regulation.
· To strengthen the coordination and promotion of cross-sectoral, cross-field and highly controversial standards in terms of the recommended national standards.
· To promote the timely transformation of advanced applicable international standards in key areas into national standards and improve the conversion rate of international standards.
· To improve the rapid transformation procedures for the transformation of scientific and technological achievements into standards.
· To establish an adoption mechanism of association standards to national standards, and timely adopt the advanced association standards that focus on the innovative development needs of new technologies, new industries, new patterns and new models, and have good implementation effects and fall into the development scope of national standards.
Among all the measures, the first three are conducive to increasing the applicability of mandatory standards and saving resources for standard development, promoting the formulation of interdisciplinary and cross-field technology and product standards, eliminating standard barriers and promoting international trade, while the last two reflect the consistent thinking of China that it hopes to improve the technical level and product quality of the industry through standards.
Since scientific and technological achievements and advanced association standards often represent the highest level of the industry, it is difficult to transform them into national standards that require national consensus. On the other hand, by doing so, they may have an adverse impact on the fair competition environment of the market.
