



On January 21, 2022, Certification and Accreditation Administration (CNCA, herein after referred to as the administration) held the working conference in Beijing, and released the report to summarize the year of 2021, and the key tasks in 2022.
Key Tasks in 2022
General requirements for the administration in managing the work of certification, accreditation, inspection and testing:
· Taking Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era as the guidance
· Following the principles certified in CPC’s Sixth Plenary Session of the Nineteenth Central Committee of the CPC and the Central Economic Conference.
· Complying with the overall deployment made in National Conference on Market Supervision
· Seeking improvement in stability
· Completely, precisely, and totally embodying new vision of development in the certification and accreditation, inspection and testing work
· Deepening the reform, take the initiative to serve the economic and social development, focus on supervision, highlight the key points, and bear on the fundamental interests
· Comprehensively improving the certification, accreditation, inspection and testing, and elevate their level of "marketization, internationalization, specialization, intensification, standardization"
· Creating a new development pattern and make new contributions to promoting high-quality development
1. Reform the market access to the certification and accreditation inspection and testing so as to stimulate the vitality of market entities, specifically by:
o Reforming the compulsory product certification system
o Reforming the qualifications accreditation system for certification agencies
o Reforming the qualification accreditation system for inspection and testing agencies
2. Ensure “Six Priorities” and “Stability in Six Areas”, and improve the service quality, specifically by:
o Continuing to serve and support enterprises, and carry out a campaign to improve the quality management system certification for small and micro enterprises
o Promoting the standardization among products developed to be sold in domestic and international markets in response to the integrated development of China's domestic and foreign trade
o Prioritising the ecosystem protection and green development, and contribute to “carbon peaking and carbon neutrality goals” by providing the green product certification service
o Promoting the upgrading of consumption and carry out quality certification for the benefit of people
o Carrying out intensive inspection, testing and certification to promote the optimization and upgrading of key industries in response to the demand for basic industrial capacity
3. Rise to the new situation and challenges of economic globalization, and enhance mutual recognition and international cooperation
o Implementing the "Building a New Development Pattern" campaign on conformity assessment services to facilitate trade, specifically by:
a) Enhancing the effectiveness of multilateral and bilateral cooperation and mutual recognition systems
b) Providing accurate international conformity assessment services for enterprises
c) Enhancing the ability to respond to foreign conformity assessment
4. Strengthen coordinated and systematic supervision and improve the capacity in supervising the certification and testing market
o Taking actions to enhance the credibility of certification, accreditation, inspection and testing, consolidate the rectification outcomes, innovate approaches to supervision, and optimize the industry environment, specifically by:
a) Improving the approach to supervision, such as random selection and public disclosure to make supervision more effective
b) Strengthening the risk detection and early warning, and quickly respond to and deal with risks
c) Strengthening credit supervision and promote industry integrity
d) Innovating intelligent approach to supervision and empower the supervision with technology
e) Applying collaborative governance and promote diverse and co-governance
5. Strengthen institutional support and lay a solid foundation for the development of the industry, specifically by:
a) Plan and formulation. The administration shall issue the 14th Five-Year Plan on Certification, Accreditation, Inspection, and Testing, and ensure that their plan comply with national 14th five-year overall deployment for development.
b) Laws and legislation. The administration will accelerate the revision of the Regulations on Certification and Accreditation, carry out legislative research on the Regulations on Inspection and Testing, and timely "make, revise, or abolish" regulations and other relevant normative documents to keep up with new demands.
c) Technical standards system. The administration will improve the standardization for conformity assessment technologies, and accelerate the development of conformity assessment standards and key technologies in key areas such as carbon emissions and intelligent manufacturing.
6. Improving the capacity building, promote the team of certification, accreditation, inspection and testing, specifically by:
a) Strengthening the political organs. The administration shall attach great importance in the political stance, enhance the "Four Consciousness", firm "Four Types of Confidence", achieve "Two Upholds".
b) Improving the supervision team. The administration will increase the training and guidance for local departments of market regulation, especially for the governmental offices at grass-roots level, in a bid to improve law enforcement capabilities in technology.
c) Improving the proficiency of the employees in the certification agencies. The administration will build a proficient team of entrepreneurs; Also, the administration will further expand the certification and audit team; Furthermore, the administration will promote the construction of conformity assessment discipline and improve the capability evaluation systems for employees.
