Till the end of 2021, there are:
· 932 certification agencies, up 28% over the previous year
· 3.02 million issued valid authentication certificates, up 12% over the previous year
· 867,000 certified enterprises, up 8% over the previous year
· 49,000 qualified inspection and testing agencies, up 11% over the previous year
· 13,797 accredited conformity assessment agencies, including certification, inspection and testing agencies, up 11% over the previous year
3. Strengthened the regulation on the market activities in certification and testing, and improved the CNCA’s work efficiency and public credibility
(1) Strengthened the supervision and regulation
① In the certification area,
1) The administration carried out the random inspection of certification agencies and the public disclosure, which means randomly selecting the inspection objects and inspection enforcement officer, and timely disclosing the inspection result to the public. In 2021, CNCA randomly selected and inspected 240 certification agencies, and 4,372 certificated enterprises. All the 36 CCC designated certification bodies were inspected. A total of 75 CCC designated laboratories in 6 selected sectors were inspected with close attention.
2) The administration investigated and handled 18 illegal cases, cancelled 5 agencies, suspended 2 agencies, imposed economic penalties on 7 agencies, and local market supervision departments investigated and handled 2675 illegal cases with a fine of 66.76 million RMB.
3) The administration completed the ad hoc rectification task of certification activities in the field of epidemic prevention supplies and investigated and handled 375 illegal cases with a fine of 35.06 million RMB.
4) The administration organized spot checks on validity of certification: a total of 2073 batches were checked, including 18 kinds of CCC products and 6 kinds of organic products. Among those, CNCA found 181 batches of products do not meet the requirements and revoked 288 certificates.
② In the accreditation, inspection and testing area,
1) The administration carried out the supervision and spot checks on inspection and testing agencies in 2021 and carried out the ad hoc rectification in key areas such as ecological environment monitoring, motor vehicle security inspection, medical equipment and protective equipment inspection, and food inspection. CNCA organized annual on-site supervision and inspection on accredited agencies, and carried out the ad hoc supervision and inspection on national quality inspection centre
2) The administration supervised and inspected 19,300 inspection and testing agencies, investigated and handled 4,620 illegal cases, and revoked and cancelled 167 the agencies’ qualification, and transferred 12 cases to public security and judicial organs.
(2) Promoted the integrated online and offline regulation
① The administration strengthened the online verification system of CCC certificate on e-commerce platform, checked 81.769 million CCC certificates on major e-commerce platforms, involving 1.718 million merchants, and removed 1.283 million products due to lack of certificate or invalid certificate。
② The administration deployed and launched a special campaign to severely crack down on online sales of counterfeit inspection and testing reports, dealt with 5,023 operators of illegal platforms, registered and investigated 31 illegal cases, and transferred four case clues to public security organs. The administration released seven typical cases.
(3) Strengthened smart supervision
① The administration has launched the "online signing-in supervision system for certification personnel on-site audit", a total of 564 certification agencies used the system, accounting for 99.6% of the agencies that should sign in; A total of 185,000 certification programs were signed in, accounting for 99.4% of the programs that should sign in.
② The administration, together with the Ministry of Public Security, strengthened the verification of CCC certificate and vehicle structure parameters in the electric bicycle licensing process, and verified vehicles online for more than 25.72 million times in the whole year.
③ The administration supported the digital reform of comprehensive management of electric bicycles in Zhejiang Province, and verified the key parameters of vehicles online in production, sales and licensing, and found that there were more than 20,000 cases of inconsistent parameters.
④ The administration improved numbering inquiry platform of the inspection and testing reports, collected the numbering information of 1.8 billion inspection and testing reports, and the public visited more than 1.5 million times
4. Strengthened infrastructure and enhancing support capacity
(1) Strengthened the administrative legislation
① The administration accelerated the revision of Regulations of the People's Republic of China on Certification and Accreditation; The administration released regulations and regulatory documents, such as the Implementation Opinions on Beidou Compass Navigation Basic Products Certification, the Management Measures for Inspection and Testing Agencies Certification, the Management Measures for Qualification Assessment of Inspection and Testing Agencies, and the Management Measures for Accreditation Agencies.
(2) Formulated good policy and provided industrial guidance
① The administration organized the formulation of the 14th Five Year Plan on the Development of Certification, Accreditation, Inspection and Testing.
② The administration initiated the ad hoc research on the establishment of quality certification system, and released the Guiding Opinions on Improving Inspection and Testing Industry.
③ The administration released the annual statistical report on certification, accreditation, inspection and testing.
(3) Completed technical standard system for conformity assessment
① The administration established 5 new national standards projects for conformity assessment and issued 82 standards in total; The administration issued 28 new industrial standards and issued 225 standards in total.
② The administration set up laboratory accreditation sub-technical committee and inspection and testing management sub-technical committee.
③ In the sectors of food, electronic and electrical appliances, and youth optometry products, the administration carried out 19 proficiency tests and blind sample tests for inspection and testing agencies accredited with national qualification, and deployed 30 provincial qualification accreditation departments to carry out more than 193 proficiency tests, skill contests and blind sample tests
(4) Strengthened relevant personnel training
① The administration wrote and printed a series of training materials and books for knowledge publicizing.
② The administration organized training activities to improve the proficiency of the certification agencies.
③ The administration established case base about supervision and law enforcement in inspection and testing.
④ The administration improved the building and management of qualification accreditation team.
(5) Strengthened publicity and guidance
① The administration organized the 14th World Recognition Day activity, and released certification and accreditation inspection and testing results.
② The administration organized thematic publicity activities, including "Organic Product Certification Publicity Week", "Green Product Certification Publicity Week", "Service Certification Experience Week".
③ During the 17th China International SME Expo, the administration held the thematic activity of "Quality Certification Promoting the High-quality Development of SMEs"
④ During the China International Fair for Trade in Services in 2021, the administration held the forum of "Quality Certification for International Trade". The administration held open days for inspection and testing agencies nationwide, opening 3,127 inspection and testing agencies in total.
