On January 21, 2022, Certification and Accreditation Administration (CNCA, herein after referred to as the administration) held the working conference in Beijing, and released the report to summarize the year of 2021, and the key tasks in 2022.

The overview of the business development in 2021
Till the end of 2021, there are:
· 932 certification agencies, up 28% over the previous year
· 3.02 million issued valid authentication certificates, up 12% over the previous year
· 867,000 certified enterprises, up 8% over the previous year
· 49,000 qualified inspection and testing agencies, up 11% over the previous year
· 13,797 accredited conformity assessment agencies, including certification, inspection and testing agencies, up 11% over the previous year
1. Deepened the reform to streamline the government, delegate power, and improve government services in order to further spur market vitality
(1) Strengthened the reform over qualification management of certification agencies and the personnel
① The administration accelerated licensing reform for national certification agencies, i.e., separating the certificate from business licenses. According to the reform, based on the risk level of the business, certain agencies with less risks will no longer be required to obtain the certificate to get accredited as long as they submit the notification commitment. The efficiency of accreditation is therefore improved. Till the end of 2021, a total of 46 certification agencies in pilot free trade zones are accredited through submitting their notification commitments.
1) The official time limit of licensing the accreditation is averagely shortened from 45 workdays to 17 workdays.
② The administration reformed the management system of certification personnel. The administration cancelled the compulsory registration requirement for certification personnel, and established the certification system for certifying the relevant personnel.
(2) Facilitated the reform over the qualification accreditation of inspection and testing agencies
① All the provincial qualification accreditation departments in China implemented the notification commitment system; a total of 29 provinces applied the online processing for qualification accreditation; a total of 14 provinces issued digital certificates; the qualification accreditation time is shortened from 80 workdays to around 40 workdays.
② After cancelling the Inspection Permit to the Inspection and Authentication Business for Import and Export Goods, the Qualification Assessment of Inspection Agencies of Forestry and Grass Seeds Quality, the Qualification Accreditation for Forestry Quality Inspection Agencies, the administration incorporated the above work into the uniform qualification accreditation management.
(3) Deepened the reform over compulsory product certification
① The administration led the role in formulating the Opinions on Deepening the Reform of the Management System of the Electronic and Electrical Industry
② The administration facilitated the entire process reform of market access to automobile industry
③ The administration integrated the certification categories, decreased the number of the certificates, streamlined the modification procedure. In 2021, the administration decreased nearly 30,000 certificates, accounting for 7% valid certificates. The modification application is reduced by 14%.
④ The administration expanded the designated scope of China Compulsory Certification (CCC) implementation agencies. The administration newly designated 105 certification agencies and laboratories.
⑤ The administration created the convenient CCC exemption channel for self-commitment in pilot cities, and guided certain provinces and municipalities to delegate the power of approving CCC exemption.
(4) Implemented the reform over national quality inspection centre and the reform over the marketisation of the inspection and testing agencies
① The administration carried out proactively the marketisation reform for the inspection and testing agencies that are currently public institutions.
② The administration issued the Opinions on Further Strengthening the National Quality Inspection Centre Management.
2. Optimized the certification, accreditation, inspection and testing services, and supported the high-quality development of economy and society
The administration launched the “I Sort out Practicalities for the Masses" campaign, formulated 24 measures of service in certification, accreditation, inspection and testing area, among which 5 measures have been listed in the “Ten Dedicated Actions”, 13 measures in “A Hundred Practical Campaigns”.
(1) Strengthened the safety and security
① In consumer product safety, the CCC is the bottom line. The administration requires 103 products over 17 different kinds of consumer products involved with safety, health, and environmental protection to obtain CCC before entering the market. The product qualification ratio of the products with CCC stabilizes at higher than 90%.
② In cyber security sector, safety certification of App was carried out. A total of 56 certificates in 19 common sectors including online shopping and roadmap navigation were issued. The protection of the personal information and key data was strengthened. More than 200 certificates of dedicated product authentication in cyber security were issued. The products safety inspection and certification for four key cyber devices have been initiated and carried out to ensure the safety and controllability of the key devices.
③ In food safety sector, the Beijing Food Safety Monitoring and Risk Assessment Centre under the guidance of administration increased its capacity to provide technical guarantee for inspecting the foodborne stimulant in food supplied for Winter Olympic Games.
(2) Improved the quality
① In strengthening the quality management of enterprise, in-depth actions were carried out in supporting small and micro businesses in certification of quality management system. A total of 265 incentive policies were issued across the country. More than 374,000 personnel from 90,000 small and micro businesses received free training. 127 certification agencies took targeted measures to help 5,639 small and micro businesses. According to the questionnaires submitted by enterprises, 95.88% enterprises hold the thoughts that their improvement in quality management is very notable or relatively notable.
② In improving product and service quality, high-end quality certification and service certification were carried out to create safe consumption environment.
1) In food and agricultural product, organic product was encouraged and guided to obtain certification, environmental-friendly consumption was promoted. Till the end of 2021, across the country, a total of 15,000 enterprises received the 24,000 organic product authentication certificates. The sales of organic products hit 80 billion RMB.
2) In consumer product and industrial product, the certification union for vision health and myopia prevention and control was established under the guidance of the administration. Products certification, including the desk lamp, healthy luminating environment in classroom, ergonomic desks and chairs, etc., was carried out for guarding teenagers’ health. The Guiding Opinions on Promoting Barrier-free Environment Certification was issued to create barrier-free environment for the disabled and the elderly. Promotion of the certification of intelligent home appliances, urban rail transit devices, traffic card and others facilitates high-end intelligent consumption.
3) In service industry, publicizing the certification of optometric services and the after-sale services improved the service quality.
(3) Supported the industrial optimizing and upgrading
① The administration established the certification system for electrics and electronics, information and communication, traffic industry. The Implementation Opinions on Beidou Compass Navigation Basic Products Certification was issued to improve the quality of the basic products, including navigation chips, antennae, board cards, modules, etc.
② The administration upgraded the key industry through inspection and testing: the innovative inspecting and testing consortium for industrial upgrading was established under the guidance of the administration. A total of 50 innovative cases in inspecting and testing for upgrading the industry were unrolled.
③ The administration launched the campaign for improving the quality of inspecting and testing devices and equipment: the verification and evaluation system for the domestic inspecting and testing instruments and equipment was under development in a bid to replace the imported instrument and equipment
④ The administration provided the generic technical platform services for inspecting and testing: a total of 6 national quality inspection centres in sectors of new energy vehicles, intelligent connected vehicles, industrial chips, etc. were built
(4) Served the green development
① The administration advanced the establishment of certification system for green products: the scope of the green products certification has covered nearly 90 kinds of products from construction products, express packaging, electrical and electronical products, plastic products, to cleaning products, etc. More than 180,000 green products certificates were issued, and more than 20,000 enterprises received the certificates.
(5) Fuelled the domestic and international dual circulation
① In promoting the integrated development of domestic and foreign trade
The administration launched the campaign of promoting the standardization among products developed to be sold in domestic and international markets: together with the Ministry of Commerce, CNCA issued the Notice on Promoting Standardisation among Products Developed to be Sold to Domestic and International Markets. Currently, nearly 10,000 kinds of products, around 3,000 enterprises comply with the standardisation required in the Notice.
② In stabilizing the foreign trade and foreign investment
The administration built the information platform for providing conformity assessment service for preparing the domestic enterprises to participate in international competition. Accumulatively, the platform provided 8 million times of information service of all kinds. Also, to facilitate the export of medical supplies, CNCA updated the list of epidemic prevention products certification agencies that have the qualification of EU Notified Body.
③ In facilitating trade
CNCA signed the memorandum of understanding for HACCP certification with Ministry of Food and Drug Safety of Korea for the benefit of China’s kimchi exportation; CNCA renewed the memorandum of cooperation with the American National Standards Institute (ANSI) to deepen the Sino-US conformity assessment cooperation; CNCA led the formulation and revision of three ISO/CASCO international standards, and recommended two experts as new co-conveners of international standards working group; CNCA organized three international proficiency testing programs, and invited 20 testing institutions from 12 countries including Russia and Singapore to participate in the programs.
④ In serving major home international events
CNCA ensured compulsory certification services, food supply safety inspection and testing, and air quality inspection in stadiums for major international events such as Beijing Winter Olympic Games, Shanghai Import Expo and Beijing Service Trade Fair. While preparing for the event, CNCA quickly issued CCC exemption certificates for imported goods worth more than 45 million RMB.
