



Overview of China RoHS 2.0 as of 2021
In January 2016, 8 Ministries including the MIIT and the AQSIQ, which later merged into SAMR, jointly published the final revised version of the Administrative Measures for the Restriction of Hazardous Substances in Electrical and Electronic Products (more commonly known as China RoHS 2.0). The new regulation came into effect on 1 July 2016. China RoHS 2.0 expanded product scope from electronic information products to cover electrical and electronic products with voltage rating <1,500 V DC and <1,000 V AC which are dependent on electric currents or electromagnetic fields, plus their auxiliary products. China RoHS 2.0 currently restricts the same 6 hazardous substances as EU RoHS 2.0. Detailed concentration limits are set by GB/T 26572 Requirements for concentration limits for certain restricted substances in electronic and electrical products.

Applicable Standards and Criteria
Limits and disassembly requirements shall be implemented in accordance with GB/T 26572 Requirements of concentration limits for certain restricted substances in electrical and electronic products.
The supplier compliance statement involved in the certification mode shall comply with the requirements of GB/T 27050.1 Conformity assessment - Supplier's declaration of conformity - Part 1: General requirements.
SJ/T 11364-2014: Marking for the Restricted Use of Hazardous Substances in Electronic and Electrical Products (supersedes SJ/T 11364-2006).
SJ/Z 11388-2009 General guidelines of environment-friendly use period of electronic information products.
Certification Procedures
China RoHS 2.0
In May 2019, SAMR and MIIT jointly published the Implementation Arrangements for the Conformity Assessment of Restriction of Hazardous Substances in Electrical Appliances and Electronic Products, prescribing two modes of conformity assessment: voluntary certification or self-declaration, for the first batch of products within the management catalogue, which are manufactured or imported to China after 1 November 2019. The conformity assessment only compulsorily applies to the products in the catalogue. Products not in the catalogue but that fall into the broad RoHS 2.0 scope shall keep complying with the marking and disclosure requirements, however can also additionally choose voluntary certification.
Voluntary Certification
There are four modes of voluntary certification, applicable to different product categories. The mode number 4 applies to all the product categories under the China RoHS 2.0 scheme, and involves sampling, supplier declaration of compliance, initial factory inspection and supervision after issuing certificate (usually sample testing). Other modes involve type testing or optimised testing, and parts of the steps of mode number 4, such as supplier declaration of compliance and supervision after issuing certificate.
Standards used in voluntary certification are as follows.
Required limit of hazardous substances: GB/T 26572 Requirements of concentration limits for certain restricted substances in electrical and electronic products
Testing method: GB/T 26125 Electrical and electronic products - Determination of six regulated substances (lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls, polybrominated diphenyl ethers)
Supplier declaration of compliance: GB/T 27050.1 Supplier’s declaration of conformity – Part 1 General Requirements
All results shall be uploaded to a public service platform by the certification body within 5 working days of the issue of certificates.
Self-Declaration
Self-Declaration only applies to the products that fall into the RoHS 2.0 catalogue. The declaration shall include at least the following information:
Ø Supplier’s name and contact
Ø Name and model of a product, and the serial number as well as the type of supporting technical documents
Ø Guarantee of authenticity, completeness and consistency of the declared information and materials
Ø Additional information, including an authorising party’s signature and company stamp
Manufacturers or authorised representatives shall submit all related information to the public service platform in accordance with the “Supplier Declaration of Conformity Rules for the Restriction of Hazardous Substances in Electrical Appliances and Electronic Products” within 30 days of a product being placed on the market.
The Implementation Arrangements introduce different conformity assessment labels for different conformity assessment methods. The use of such labels shall refer to China’s Administrative Measures on Green Product Labelling.

Expiration and Renewal
China RoHS 2.0
The validity period of the certification certificate is 5 years. Upon expiration, the certificate shall be subject to supervision and examination and shall be renewed if qualified. To ensure the validity of the certificate through the supervision of the certification body after the certificate is obtained within the validity period. After the certification of the product, if key parts of the product or other matters defined in the implementation rules of the certification change, the certification client should put forward the change to the certification body, and the certification body will review such changes and renew the certificate.
