



China Compulsory Certification (CCC) scheme, in effect since 2002[1];
- covering 103 types of products and applies to both imported goods as well as to Chinese products, all of which require certification prior to be imported, sold and/or used in business activities in China.
- CCC is based on the principle that products concerning human health or safety, animal or plant life or health life, environment protection and public security are subject to compulsory certification enforced by the State.
- Commodities falling into the CCC Catalogue are subject to a compulsory commodity inspection, which in China refers to the conformity assessment that determines whether the imported /exported commodities meet Chinese (GB stands for Guobiao, i.e.) ‘national standards’.
- CCC can be conducted by third party assessment (applicable to 84 products) or self-declaration (applicable to 19 products)
- The third party assessments are still carried out only by Chinese CABs; no Foreign ones - except 6 Testing Labs that have been accredited (authorised) by the Chinese authorities.
- Among 19 products on which self-declaration can apply, 12 must be tested by designated testing labs, while other 7 can be tested in any testing labs accredited by CNAS.

CNCA is established and authorized by the State Council with whole responsibilities to supervise, administrate, coordinate matters on certification and accreditation.
With regard to CCC System, CNCA is responsible to establish, implement and supervise the compulsory product certification system. the main responsibilities include follow:
Draft and promulgate the catalogue of products subject to CCC System.
Draft and promulgate implementation rules
Designate certification, testing and inspection bodies to implement CCC System
Direct local authorities to deal with matters which are in violation of the requirements of CCC system.
Deal with complaints or appeals over implementation of CCC system
Decide the acceptance and acknowledgement of the conformity assessment reports concluded by oversea bodies
All certification bodies and labs are designated by CNCA
Now, there are

Each body conducts CCC certification within designated areas
All are Chinese organizations
243 designated labs
Each lab conduct test and verification within designated areas
Include 6 foreign companies
