Call for Comment: Mandatory Standard Draft of EV Charging Pile Energy Efficiency – FEB, 2025

On February 11, 2025, SAC/TC20 (Energy Fundamentals and Management) issued the draft of mandatory standard named Minimum allowable values of energy efficiency and energy efficiency grades for electric vehicle charging piles (standard project number: 20231709-Q-469, and hereinafter referred to as “the Standard”) to call for public comment. The consultation will end on March 22, 2025. 

It is a self-drafted standard by TC20 without adopting any international standard. It specifies energy efficiency limits, classification criteria, and testing methodologies for electric vehicle charging piles, and it applies to current-controlled and/or voltage-controlled off-board conductive power supply equipment, including:

— DC power supply equipment (Mode 4 Connection Configuration C)
— AC power supply equipment (Mode 3 Connection Configuration B or C)
that are with grid-side rated voltage not exceeding 1000 V AC, and vehicle-side maximum rated voltage not exceeding 1000 V AC or 1500 V DC. 

The standard is drafted under the consideration that the total EV amount owned in the China market has been greatly increased in the past few years, and the charging process of EVs involves energy conversion and transmission which inevitably incurs energy losses. To enhance charging efficiency and minimize energy dissipation, the deployment of high-efficiency charging piles becomes imperative.

The main contents of the Standard cover terms and definitions, technical requirements and measuring and calculation methods. Two annexes are also provided in the Standard draft that elaborate test methods for energy efficiency of DC and AC power supply equipment.

For foreign stakeholders, it is important to notice that, although being a mandatory standard, this Standard does not apply to:

-  Power supply equipment with DC-only input from the grid

-  In-cable control and protection devices (IC-CPDs) for Mode 2 charging

-  Integrated charging-storage equipment that loses charging functionality when energy storage is disabled

-  Automatic conductive charging systems and overhead contact power supply equipment.
