On February 17, 2025, the Ministry of Industry and Information Technology (MIIT) issued notice to announce the List on the Advanced and Applicable Technologies (first batch) (hereinafter referred to as “the List”).

The List originates from a national-wide initiative, announcing in the Notice on Selection of Advanced and Applicable Technologies (hereinafter referred to as “the Notice”) issued by the MIIT October 2024. Relevant enterprise/organizations can submit technologies or equipment that are advanced, high-end, intelligent, green or fundamentally supportive for sectors. The required qualifications of the applying technologies/equipment are:

-   It shall demonstrate significant promotional value, economic and social benefits, and strong application prospects.

-   The technology has been successfully implemented in enterprises, operating safely and stably over the long term, with no record of major safety incidents as of the application date.

-   The technology shall have a low application threshold, offer a favorable return on investment, and be suitable for widespread adoption in small and medium-sized enterprises.

-   The technology and related patents must be owned by the applicant, with clear intellectual property rights, and must not involve any IP disputes or state secrets.

According to the Notice, all entities that have legally registered in China can submit applications if they have such qualified technologies and equipment, as long as the applications are submitted with the template that the Notice was attached. However, the List of the first batch include 111 approved items and they are all from Chinese enterprises or organizations.

Alongside the List, MIIT outlined the following next steps after its publication:

-   Regional industry and information technology authorities should prioritize the promotion of advanced and applicable technologies listed, enhancing publicity efforts and policy support in collaboration with industry associations and professional institutions through various methods.

-   Leverage these technologies to drive the transformation and upgrading of industries toward high-end, intelligent, and green development, while enhancing the technical capabilities of small and medium-sized enterprises (SMEs).

-   Strengthen tracking and evaluation, summarize effective practices, and promptly propose improvement measures for the technologies/equipment in the List to continuously enhance their promotion and application effectiveness. Relevant results and recommendations should be reported to MIIT in a timely manner.

For foreign stakeholders, the list and the initiative to select such technologies is still worth trying if they own qualified ones for application, as it would result in promotion endorsement from national level, and the possibility to enter national or regional government procurement. And the List is also a good reference to understand China’s development focus and trend in corresponding sectors.
