In late December 2024, the National Certification and Accreditation Administration of China released the list of pilot certification bodies for product carbon footprint labelling (hereinafter referred to as “the List”). 

This is the first batch of certification bodies in China with such a scope of work. Currently, the list comprises a total of 26 certification organizations and enterprises.

In addition to the names of the certification bodies, the List also includes their approval numbers and the product categories for which they are qualified. It covers a wide range of products, from textiles, steel, and minerals to photovoltaic, electrical and electronic products, and lithium batteries. 

The release of the List indicates that China finally has an official certified labelling system for product carbon footprint, and the product coverage is expected to expand in the future. 

Moreover, on January 7, 2025, the State Administration for Market Regulation (SAMR) announced the list of pilot regions for carbon footprint certification (hereinafter referred to as “the Pilot Region List”). 

The Pilot Region List provides the names of pilot cities and districts, along with their corresponding pilot product categories. The selection of pilot regions is clearly aimed at areas where certain product categories are booming. For instance, Ningde City in Fujian Province, home to CATL, is selected as the pilot region for lithium batteries; and Tangshan City in Hebei Province, the city with the largest steel production volume in the country, is chosen as the pilot region for steel.

The purpose of compiling this Pilot Region List is to improve relevant working mechanisms and supporting policies, and to promptly summarize the effective practices and typical cases of the pilot work, so as to prepare for national implementation.
