On September 12, 2024, the General Office of the Ministry of Industry and Information Technology (MIIT) issued the Notice on Promoting the Development on "Smart Everything" of Mobile Internet of Things (hereinafter referred to as “the Notice”) to the telecommunication authorities on the regional level and relevant state-owned telecommunication enterprises and institutes. 

The Notice is composed of 6 chapters, and is drafted to further implement the requirements stated in the national policy named the Overall Planning for the Development of Digital China (issued by the State Council in February of 2023), and aims at further integrating mobile Internet of Things (hereinafter referred to as “the mobile IoT”) with new technologies such as AI and big data etc., which will eventually improve the supply level and industrial value of the Mobile IoT and finally upgrade the Mobile IoT from “Everything Connected” to “Smart Everything”. 

Overall and quantitative developing goals are laid out in the Notice in two tiers:

ž   General goal: by 2027, improve the ecosystem of the Mobile IoT to be safer and more reliable on the basis of 4G (including LTE-Cat1, that is, 4G network with rate category 1) and 5G (including NB-loT, narrowband Internet of Things; RedCap, lightweight.

ž   Itemized goals:

    Upgrade infrastructure capacity: wider coverage of 5G NB-loT network; achieve 5G RedCap full coverage for all regions above county level, and extends coverage to key townships and rural areas.

    Expand the scale of integrated applications: the number of the Mobile IoT terminal connections shall exceed 3.6 billion, of which 95% terminals are with 4G/5G IoT connection; foster a number of application fields in the level of over 100 million connections, and create a number of application fields in the level of over 10 million connections

    Prosper industrial ecology: construct more than 5 Mobile IoT industrial clusters across the country, and build over 10 Mobile IoT demonstration base.

More requirements are articulated in chapter 2 to 6 with specific tasks, and the key points include:

ž   Consolidate network basis, and improve the intelligent connection capability and compatibility for wider scenarios.

ž   Sector TCs and enterprises are called to formulate more standards for terminals; encourage all stakeholders in the sector to participate in international standard development. Formulate no less than 30 standards for the mobile IoT.

ž   Further improve intelligent and integrated application: specifically, the coordination of basic telecommunication enterprises with those from industry, transportation and energy. Encourage manufacturing enterprises to make further transit from intelligent and digital upgrade to intelligent connected. The Mobile IoT is also planned to play more important role in people’s daily lives.

ž   Optimize developing environment by improve value assessment method, service level while improving safety protection measures.

Foreign stakeholders are advised to notice that, according to the Notice, in order to fulfill the goals, regional telecommunication regulators and competent authorities should design encouraging policies, and financial institutions are called to provide abundant investing support for relevant projects and enterprises. It would benefit corresponding companies regardless of domestic or foreign origin. Meanwhile, the Notice also requires the China Academy of Information and Communications Technology to study and construct a monitor index system for the development of the Mobile IoT to provide criteria that can assist regional development on the topic.
