On September 2, 2024, the Ministry of Industry and Information Technology (MIIT) issued 3 mandatory standards
GB 44495-2024: Technical Requirements for Vehicle Cybersecurity. This standard sets forth requirements for automotive cybersecurity management systems, fundamental cybersecurity measures, technical specifications, and vehicle type determination. It also provides detailed inspection and testing methodologies. The standard is applicable to vehicles in categories M and N, as well as category O vehicles equipped with at least one electronic control unit.
GB 44496-2024: General Technical Requirements for Software Updates of Vehicles. This standard outlines the requirements for managing automotive software updates, including vehicle-specific requirements, type approval criteria, and guidelines for vehicle user manuals. It also covers relevant testing methods. This standard is applicable to M, N, and O category vehicles that are capable of receiving software updates.
GB 44497-2024: Intelligent and Connected Vehicles—Data Storage Systems for Automated Driving. This standard defines the technical requirements, testing methods, and type approval criteria for data recording systems in automated driving, specific to intelligent and connected vehicles. It applies to automated driving data recording systems installed in M and N category vehicles.
These three standards were independently developed by China, although they incorporate insights from regulations R155, R156, and R157 issued by the United Nations World Forum for Harmonization of Vehicle Regulations (UN WP29) during their development. As such, automotive manufacturers in the EU should be aware of the potential significant technical differences between these Chinese standards and those implemented in their regions. It is advisable for them to prepare in advance for the implementation of these mandatory standards.
