On June 24, 2024, the Ministry of Industry and Information Technology (MIIT) called for public comments on several automotive national mandatory standards. The deadline for submitting feedback is July 24, 2024.
The main information of the call-for-comment standards are summarized as below:

And specifically, for each of the aforementioned standards, besides the fact that none of them have adopted international standards, the following information may also be important for the compliance teams of foreign stakeholders and MNCs:
On-board accident emergency call system
The higher-level laws and regulations of this standard is specified as the Product Quality Law of China, the Standardization Law of China, Road Traffic Safety Law of China, Regulation on the Administration of Recall of Defective Auto Products etc.
The standards’ requirements aim to align China’s management systems with UN R44 provisions and AECS requirements from other regions worldwide, thereby eliminating trade barriers for exports from China.
Fuel consumption limits for passenger cars
The fuel consumption limit standards for passenger vehicles have been developed and implemented in stages. The current mandatory standard GB 19578-2021 is originally planned for the sector development from 2021 to 2025. Consequently, revised limit requirements are necessary for the next stage. Therefore, this standard revision is scheduled to take effect from January 1, 2026.
Once this standard is approved for publication, the implementation transition plan may be as follows: for vehicle models obtaining new type approval after the implementation date, they must comply with the provisions of the revised version; for vehicles that received type approval before the implementation date, a transition period of 24 months will be granted starting from the date the standard becomes effective.
Motor vehicles-windshield demisting and defrosting systems technical specification
Although there is no direct adoption of international counterparts, the revision has referred to (EU) 2021/535 Annex VI in the preparation process. Its application scope and technical requirements are consistent with (EU) 2021/535 Annex VI. In general, the overall technical level of the standard is considered by the TC experts to be equivalent to that of the European Union Regulation (EU) 2021/535.
The suggesting implementation date is January 1, 2026, and the advised transition period shall be: for vehicle models obtaining new type approval after the implementation date, they must comply with the provisions of the revised version; for vehicles that received type approval before the implementation date, a transition period of 12 months will be granted starting from the date the standard becomes effective.
