CNCA published New CCC Implementation Rules for Electrical Bicycle - SEP 2023

In order to implement the spirit of the "Notice of the State Council Safety Commission on Issuing the Key Tasks and Division of Responsibilities for Strengthening the Safety Supervision of the Entire Electric Bicycle Industry Chain" (Safe Commission [2022] No. 10), and to strengthen the management of mandatory product certification for electric bicycles, the State Administration for Market Regulation has revised the "Implementation Rules for Mandatory Product Certification - Electric Bicycles." This revision is hereby announced and will be implemented from the date of announcement. The previous "Implementation Rules for Mandatory Product Certification - Electric Bicycles" (CNCA-C11-16: 2021) is hereby abolished.

Relevant designated certification bodies should, in accordance with the requirements of the new version rules and the previously issued General Implementation Rules for Mandatory Product Certification, formulate corresponding certification implementation details and file them with the State Administration for Market Regulation.


From the date of this announcement, designated certification bodies should carry out certification and issue certificates in accordance with the new version rules. Previously issued valid certificates for mandatory product certification can continue to be used, and the certificate conversion process will be completed through natural transitions such as expiration renewal, product changes, and standard updates.
