China promotes the construction of a system for the testing and certification of commercial encryption to encourage institutions engaged in commercial encryption to voluntarily accept the testing and certification. The mandatory testing and certification system is only applicable to the commercial encryption products related to national security, national economy and people's livelihood, social and public interests and the commercial encryption services using network critical equipment and specialised security products, and the scope of management is clearly defined through product and service catalogue.
