On February 9, 2023, the Standardization Administration of China (SAC) issued the Declaration Guidelines for National Technical Standards Innovation Base (2023-2025) (hereinafter referred to as “the Guideline”).
The Guideline specifies that during the 14th Five-Year Plan period, no more than 20 construction fields for innovation bases will be approved. The Guideline focuses on emerging areas, including artificial intelligence, quantum information, blockchain, digital twins, operating systems, high-end chips, high-end equipment, metaverse, digital village, a new generation of information technology, and digital economy, as well as major economic and social development areas such as biotechnology, new power system, carbon peak and carbon neutrality.

Through the construction of innovation bases, scientific and technological research and development, standard development, and industrial application will be promoted concurrently. New work model with the cooperation of standardization at home and abroad will also be formed, and standardization reform and innovation be advanced, to improve the level of industrial standardization and support the high-quality economic and social development.
