To maintain maximum efficiency while continuing to improve the credibility of the China Compulsory Certification System’s (CCC) conformity assessment of self-declaration ( SDoC), the State Administration for Market Regulation (SAMR) organized an information inspection on the CCC SDoC information submitted in 2021.
This inspection was carried out on CCC SDoCs from 8 categories of products, covering circuit switch and protection equipment, low-voltage apparatuses, small power motors, electric tools, electric welding machines, household equipment, electronic products and safety accessories, vehicle and safety parts.
As a result, serious infringement was found in 14 cases, none of which contained any conformity information in their SDoCs. Another 411 were also found with minor infringements due to the information submitted not being in compliance with relevant requirements.
Therefore, SAMR annulled 14 SDoCs that were determined as serious infringements and another 5 SDoCs that had “serious problems” in recent supervision and inspection activities. This information will be uploaded to the National Enterprise Credit Information Publicity System and the products involved are required to be halted from leaving the factories, importing, or selling. The enterprises involved won’t be able to submit SDoCs to the government’s CCC information platform.
For the 441 SoDs with minor infringement, producers are required to correct their SDoCs within 2 months. Those who fail to correct as required will be annulled.
As a follow-up, market regulators will continue organizing inspections for CCC SDoCs with constant reinforcement of in-process and ex post supervision. Also, SAMR will rigorously crack down on the illegal acts of making self-declarations through improper means.
Producers making SDoCs should fulfil their responsibility as the first person responsible to submit SDoC information truthfully and accurately.
