On February 6, 2023, the Central Committee of the Communist Party of China (CPC) and the State Council issued the Outline of Promoting National Quality Development (hereinafter referred to as “the Outline”). 

Key messages are as follows:

·         In the face of the new macro environment and new requirements, the focus of development should be shifted to improvement of quality and efficiency. New advantages of economic development should be fostered around technology, standard, brand, quality, service and more, to promote transition from Made in China to Created in China, from rapid growth to quality development, from producing products to creating brands, thus enhancing national strength through quality development.

·         By 2025, through further enhancing the quality development in all respects, and improving the influence of China’s brands, people’s sense of access and satisfaction will be significantly increased. With the quality playing a bigger role in economic and social development, periodical milestones will be achieved in boosting China’s strength through quality development. Significant enhancement will also be achieved in the quality and efficiency of economic development and industrial quality competitiveness will be continuously enhanced. The quality of products, engineering and service, and brand building will be greatly improved, with more modern and more efficient quality infrastructure and more complete quality management system.

By 2035, the foundation for building China’s strength in product quality should become more solid. Advanced culture that values high quality will be cultivated, and the comprehensive strength of China’s product quality and brands will be further boosted to a higher level.
