On 10th July 2022, the State Administration for Market Regulation (SAMR) and the State Cryptography Administration (SCA) released the Catalogue of Commercial Cryptographic Products Subject to Certification (Second Group) (hereinafter referred to as the Second Catalogue). Just like the first catalogue, the Second Catalogue lists another six products subject to certification with the products name, description and corresponding standards of product certification (Annex). The Second Catalogue provides further enrichment of commercial cryptographic management and regulation system following the release of the first one.

Commercial cryptography in China refers to cryptographic technology and products that are used for encryption protection or security authentication of information that does not involve state secrets. Management and regulation system of commercial cryptography have undergone radical transformation in recent years. Specifically, in line with the Reforms of Delegating Power, Streamlining the Government and Optimizing Governmental Services, SAMR and SCA shifted the regulatory approach to commercial cryptography from governmental review and approval to voluntary certification.
