Cosmetics Safety Standard Revised for Public Opinions-MAR, 2022

On March 31, 2022, National Institutes for Food and Drug Control issued the draft of the Safety and Technical Standards for Cosmetics (2022 version) (hereinafter referred to as “the Standards”) to call for public comments. The call-for-comment period will end on April 30.

The Standards anchors the Cosmetics Supervision and Administration Regulations (CSAR, come into effect on January 1, 2022) as a higher-level law. It is a significant technical law for China’s supervision and sectorial R&D in cosmetics. This revision aims at combining all previous revision notices, and to fit the latest developing status of the cosmetics industry.

The legal basis of the Standards revision mainly include: CSAR, the Measures for the Administration of the Registration and Recordation of Cosmetics (come into force on May 1, 2021), the Administrative Measures on Cosmetics Labelling (effective on May 1, 2022), the Administrative Provisions on the Registration and Filing Materials of Cosmetics (come into force on May 1, 2022) etc.
